The concept of the perfect will of the Almighty is referenced in Romans 12 v 2
Do not conform to the pattern of this world, but be transformed by the renewing of your mind. Then you will be able to test and approve what God’s/The Almighty’s will is—his good, pleasing and perfect will.
Romans 12 v 2
The matter of His permissive will is not so clear cut. But can be seen in the story of Israel asking for a king and being given Saul.
4 So all the elders of Israel gathered together and came to Samuel at Ramah. 5 They said to him, “You are old, and your sons do not follow your ways; now appoint a king to lead[b] us, such as all the other nations have.”
He will take a tenth of your grain and of your vintage and give it to his officials and attendants. 16 Your male and female servants and the best of your cattle[c] and donkeys he will take for his own use. 17 He will take a tenth of your flocks, and you yourselves will become his slaves. 18 When that day comes, you will cry out for relief from the king you have chosen, but the Lord /Almighty will not answer you in that day.”
But the people refused to listen to Samuel. “No!” they said. “We want a king over us. 20 Then we will be like all the other nations, with a king to lead us and to go out before us and fight our battles.”
21 When Samuel heard all that the people said, he repeated it before the Lord/Almighty. 22 The Lord/Almighty answered, “Listen to them and give them a king.”

Both the Permissive and perfect will are necesary
We were created with free will as vessels. In order to authorize the spirit world both good and evil to operate in the Earth through us.
See, I set before you today life and prosperity, death and destruction. 16 For I command you today to love the Lord /Almighty your God/Elohim, to walk in obedience to him, and to keep his commands, decrees and laws; then you will live and increase, and the Lord/Almighty your God /Elohim will bless you in the land you are entering to possess.
17 But if your heart turns away and you are not obedient, and if you are drawn away to bow down to other gods and worship them, 18 I declare to you this day that you will certainly be destroyed. You will not live long in the land you are crossing the Jordan to enter and possess.
19 This day I call the heavens and the earth as witnesses against you that I have set before you life and death, blessings and curses. Now choose life, so that you and your children may live.
deuteronomy 30
Our autonomy therefore matters and so does our desires. In order to qualify for the perfect will , we have to want it. However that usually means our minds need to be renewed, because in our natural state our thoughts are not His thoughts and our ways are not His ways.
For my thoughts are not your thoughts, neither are your ways my ways,” declares the LORD/Almighty. “As the heavens are higher than the earth, so are my ways higher than your ways and my thoughts than your thoughts.
Isiah 55 v 8-9
In order for us to truly desire His ways we need a renewed and transformed mind and heart. We have been shaped by the world which has been educated and controlled by Satan. We therefore naturally desire what we see around us like Israel did. This means we usually qualify for our own will.
This however will often fail us and lead to frustration. This then brings us to the place where we desire the perfect will and become willing to say like /Messiah.
“Father, if you are willing, remove this cup from me: nevertheless not my will, but thine be done.”
Luke 22 v 42
A closer look at the permissive will
Technically this is our will. There are three spirits at any given time contending to have pre eminence in our lives. The Set Apart Spirit, Demons and our own spirit. The Most high gives us the desires of our hearts , not necessarily His perfect will. Our own spirits are often taken over by demons without our conscious permission. This means we have often given them permission unknowingly to use us as vessels to carry out their will. However to have the perfect will of The Almighty we must desire it.
Delight thyself also in the LORD/Almighty; and he shall give thee the desires of thine heart.”
psalm 37 v 4
I delight to do thy will, O my God/Yah: yea, thy law is within my heart.
psalm 40 v 8
There is evidence in the scriptures that The Most high will allow satan to have his way with us upon his request. As in the case of Job. He will have us to have our own way as in the case of Israel wanting a king . He most wants us to have His perfect will for us as in the case of Messiah.
When the permissive precedes the perfect
There are many cases where the permissive precedes the perfect, as in the case of Abraham having Ishmael before Isaac. There is also Israel having Saul then David.
The prodigal son came to himself after having His own way and was able to return home and was blessed by His father.
We often get mad at The Most High because we pray for something and He gives it to us, and then things go wrong. In such cases it is really Him allowing us to have our will , which was destined to fail.
We can get stuck in a bad place, if we don’t understand His ways and humble ourselves.
So Abraham had Ishmael which was not the perfect will of The Most High, and he eventually had to send him away after Isaac was born.
David eventually replaced Saul and Jacob , Esau. Joseph over Rueben.
These cases show that the perfect will always prevails.
How can we know His perfect will
He will send a word and He will confirm it with the written word. His laws statutes and commandments must be in our hearts so that we can test the word against it. He also speaks to us through dreams and in a still small voice, but it should align with the word.
The written word is actually His character and what pleases Him. So his perfect will exemplifies His character.
To know His perfect will we must know His word and we must know His voice.
My sheep hear my voice, and I know them, and they follow me:
john 10 v 27
Jesus/Yahshya answered, “You say that I am a king. In fact, the reason I was born and came into the world is to testify to the truth. Everyone on the side of truth listens to me.”
John 18 v 37
There are many voices
The danger of following voices without confirmation from His word is that there are many spirit voices. When Mashyach was in the wilderness the voice of the enemy tempted him to disobey the word and he rebutted by saying, “it is written.”
Then Jesus/Yashya was led by the Spirit into the wilderness to be tempted[a] by the devil. 2 After fasting forty days and forty nights, he was hungry. 3 The tempter came to him and said, “If you are the Son of God/Almighty, tell these stones to become bread.”
4 Jesus/Yashya answered, “It is written: ‘Man shall not live on bread alone, but on every word that comes from the mouth of God/Almighty.’[b]”
Mathew 4
We need his word and His voice to know His perfect will. We also need our minds to be renewed by the word so that we can test the spirits. Without the renewing of the mind we can be deceived by the enemy.
